Description
Is the schema topic required? Must each TMCL schema have one? If not, how can one reliably detect whether or not a topic map contains a TMCL schema?

The Seattle meeting considered this, and concluded that schemas are not required to have a topic representing them.
Regarding how to detect whether a topic map contains a schema, the meeting concluded: "By querying for instances of tmcl:constraint."
